"It is not God Who has placed the Inuit in the far north. The Souls of these native people have chosen to incarnate under those harsh conditions for very special reasons. One of the reasons relates to the general explanation as to why certain Souls are drawn to northern climes while Others are attracted to the south. It is essentially a question of like attracting like, for those who are drawn to colder climates are those whose emotionalism is subdued and, in a sense, 'cooler' than that of others. Conversely, The Souls Who incarnate into warmer climates are those whose emotional impulses are less under control. Think of the aloofness of the British as compared to the volatility of the Italians."
"In a sense, the thought-form of the country or region itself has a filtering effect upon The Souls Who incarnate there, so that one incarnating in England would tend to 'pick up' a certain reserve from the vibrations of that country, even if he had not quite that degree of aloofness himself at The Higher Level. However, this thought-form is itself the result of the thoughts of the millions of souls (personalities) making up the country, and so, to some extent, one has the chicken and egg problem. Nonetheless, We think the above makes the process of country-selection more clear."
